In the case of Internet Explorer, in order for the browser to offer a choice between opening or recording data:

• "Tools" menu,
  • "Internet options..." item
    • [Security] tab
      • "Customize the level..." button
        → The security settings are displayed.
        • At the very bottom in the "Downloading" section, set the "Request confirmation for file downloads" setting.
